Baseline Council Services
A Baseline Agreement is in place clearly setting out the areas of council service delivery, because all BID services are additional to those provided by the council.
The Royal Borough of Kingston upon Thames (RBK) has undertaken to maintain or improve service levels over the lifetime of the BID and will continue to provide services in the following areas:

Street cleansing (inc. bin emptying)
Abandoned vehicle removal
Fly tipping removal
Markets operation*
Gully cleansing
Recycling sites
Safety
Safer Kingston Partnership
Contingency planning
CCTV surveillance
